Make usb boot utilities larger than a floppy?

I'm trying to find a way that will allow me to use my offline dos utilities from my usb, but so far the only ways I've found limit me to the size of a floppy disk. I found Bart's way to make cd-roms, but I need something just like it for my usb. Any suggestions?
