Is there a date a landlord is required to turn on heat in New Hampshire?

I've heard Oct 1st, Oct. 15th. Landlord will not turn on the heat until Nov. 15th. I've heard there are laws that require heat to be turned on earlier, but these all seem to apply only to federally-subsidized housing like Section 8, HUD -- basically welfare cases. This is a private home that does not receive federal tax payer funds. Does anyone else think it's unfair that people on welfare should have not only their heat paid for by taxpayers, but also to have their right to heat protected by law- so that they can sue if heat isn't provided? I work for a living to pay my bills. This country is becoming so backward. Maybe I should quit my job and go into Section 8 housing. At least this way I'd be warm. 44 degrees in my house this morning. :- (
