How do I only get local minneapolis, Minnesota businesses to advertise on my email?

Can you only advertise jobs for home that do not require a computer at home? You did not answer the other question and reply? Also the park public computer does not let every thing get through? Because of children, teens and adults that use these computers? Alot of things are blocked!
