What does no taxation without representation mean?

England governed and taxed the colonies in what was to become this country, but the colonies were not allowed to have someone from the colonies as a member of Parliament, therefore the colonies were not represented in Parliament and had no say in laws and taxes that were decided on by Parliament. It would be like our Congress ping laws and levying taxes affecting the people in California, yet not allowing them to send senators and representatives to Congress in Washington, DC.
