Trying to find a movie?

i watched part of it on tv a couple months ago. it was filmed in the 70s, i think, with that sort of washed-out film look. it was about a bunch of skater guys forming a skating team. there was one memorable scene where all the swimming pools in the neighborhood dried up from drought so they used the empty pools as skating rinks. there was a guy who had long blonde hair who had a job and wanted a good future, and there was some sort of subplot revolving around him.
